Peace and commerce with foreign nations could be more effectually and cheaply cultivated by a common agent; therefore they gave the Federal Government the sole management of our relations with foreign governments.

With these vast advantages, ordinary and extraordinary, one would have supposed the North would have been content, and would have at least respected the security and tranquility of such obedient and profitable brethren; but such is not human nature.

From infancy, I had been accustomed to hear pro and con discussions of slavery and the American Civil War. Although the British government finally decided not to recognise the Confederacy, public opinion in England was sharply divided on the questions both of slavery and of secession.

Mr. Speaker, the Delaware River deepening project is important for my constituents, for our region and for the entire nation. I trust that, when they examine the facts about it, every one of my colleagues will join me in supporting it.
