What I did was sit down with the Washington State officials, with the historic preservation people, with the tribe, the local community, the port of Port Angeles, and we worked this thing out, and we protected the tribe's interest.

There is only so much negotiating and maneuvering that can be done while the aircraft is under siege in mid-air. Therefore, the best way to put a stop to hijacking is by having high levels of security implemented by qualified and trained personnel both on the ground and in the air.

Someone once said that history has more imagination than all the scenario writers in the Pentagon, and we have a lot of scenario writers here. No one ever wrote a scenario for commercial airliners crashing into the World Trade Center.
