The fact that natural-law theorists derive from the very nature of man a fixed structure of law independent of time and place, or of habit or authority or group norms, makes that law a mighty force for radical change.

To many forms of life of our northern lands, winter means a long sleep; to others, it means what it means to many fortunate human beings - travels in warm climes. To still others, who again have their human prototypes, it means a struggle, more or less fierce, to keep soul and body together; while to many insect forms, it means death.

The question is not whether Tibet should be independent but the extent of the autonomy that it is allowed. Tibet has been firmly ensconced as part of the Chinese empire since the Qing dynasty's military intervention in Tibet in the early 18th century.
