Once you understand that everybody's going to get connected, a lot of things follow from that. If everybody gets the Internet, they end up with a browser, so they look at web pages - but they can also leave comments, create web pages. They can even host their own server! So not only is everybody consuming, they can also produce.

Early in the 1990s, I flew alone in a dandelion-yellow, single-engine, 180-horsepower Piper Cherokee from Westchester County Airport in New York westward to the Rocky Mountains, landing and refuelling a good many times in middle-sized cities and towns along the way.

The routers get involved in this and they know that on the path between this router and that router a certain percentage of the bandwidth is reserved to these things and a certain percentage of it is allowed on a first come first served basis.
