A health system that lacks commodities for managing high-mortality infectious diseases and the main killers of mothers and young children will not have an adequate impact. By the same token, even the best-stocked delivery system will have an inadequate impact if it fails to reach the poor.

WHO has a country office in nearly every developing country, usually located close to the Ministry of Health. Staff in these offices need to do much more to help ministries of health strengthen their national health plans and strategies and then negotiate with development partners to support these priorities and follow these plans.

I go for all sharing the privileges of the government, who assist in bearing its burdens. Consequently, I go for admitting all whites to the right of suffrage, who pay taxes or bear arms (by no means excluding females).

Having a Congress with a more diverse educational and professional background would serve the country well. And given the budget challenges facing America today, we might benefit from a few more cold, calculating problem solvers, and fewer courtroom impresarios.
