I distinctly remember the vivacious optimism that inundated the United States when the Soviet Union imploded in the early 1990s. This was not glee generated by the doom of an implacable enemy, but thrill germinated by the real possibilities that the future held for freedom.

In 2001-2002, I told the president that the election was supposed to take place when the war was over, at a time when we could return to peaceful life. We agreed upon that. However, I can see now that the election cannot be delayed any longer.

Economic growth must be the central issue because it is only through growth that the devastating threat of national bankruptcy can be averted. Furthermore, it is only by reviving American economic growth that the West's global predominance can be sustained, and peace and freedom kept secure around the world.
