Deterrence is still fundamentally about influencing an actor's decisions. It is about a solid policy foundation. It is about credible capabilities. It is about what the U.S. and our allies as a whole can bring to bear in both a military and a nonmilitary sense.

When I - when I was going to school, I knew how to read, write, add and subtract and I - I basically said, 'What else do I need? I'm never going to be able to go to college. I'm not going to be able to afford to go to college. I'm not going to be able to get a scholarship.'

Having a Congress with a more diverse educational and professional background would serve the country well. And given the budget challenges facing America today, we might benefit from a few more cold, calculating problem solvers, and fewer courtroom impresarios.
