The War Powers Act requires presidents to seek the consent of the American people, through their representatives, before sending our troops into war. It is the responsibility of Congress to deliberate and consult with the executive branch before involving ourselves in a military conflict.

To ask questions can become the laziest and wobbliest occupation of a mind, but when you must yourself answer the problem that you have posed, you will meditate your question with care and frame it with precision.

The question is not whether Tibet should be independent but the extent of the autonomy that it is allowed. Tibet has been firmly ensconced as part of the Chinese empire since the Qing dynasty's military intervention in Tibet in the early 18th century.

Ronald Reagan, when he was campaigning for President, said that he would break relations with Communist China and re-establish diplomatic relations with Taiwan. But when he got into office, he pursued a very different policy of engagement with China and of increasing trade and business ties with China.
